What happened here?
The Niagara and Erie County Radiological Assessment is a regional investigation of properties where historic industrial slag or other fill may contain elevated naturally occurring radioactive material. It is an assessment program, not a finding that every contacted or screened property is contaminated.
The current work has three linked phases: EPA aerial surveys in late 2023 and summer 2024, vehicle-based roadway surveys beginning in 2025, and ground surveys that began in fall 2025. DEC says the aerial phase identified no areas of immediate concern; the later phases use closer-range instruments and records to decide where property-level investigation is warranted.
Private-property work requires owner permission. Residents objected to broad waiver language in an early access form; public reporting says the language was clarified and improved. An access agreement permits investigation—it is not an admission that contamination exists, a cleanup decision, or a finding about health effects.

1978
Federal aerial surveillance identified radiation anomalies at several Niagara-area locations, leading to later ground investigations and removals.
2020–2023
EPA completed removals at several known Niagara County slag-fill locations while broader questions about other properties remained.
Late 2023–summer 2024
EPA's ASPECT aircraft surveyed Erie and Niagara counties at about 500 feet above ground. DEC reports that this first phase identified no areas of immediate concern.
2025
An instrument-equipped EPA vehicle surveyed roughly 1,000 roadway miles and locations associated with historical byproduct or waste-material use.
Fall 2025–2026
Phase 3 ground surveys began at selected areas using handheld, drone-mounted, and all-terrain-vehicle-mounted instruments, followed where warranted by soil sampling and laboratory analysis.
July 2026
New York urged EPA to accelerate testing and resident support. Agencies expanded door-to-door access work, offered voluntary temporary relocation to some households, and revised or clarified disputed property-access language.
August 2026
Field screening and property follow-up continued, with agency drop-in sessions, a seven-day hotline, and weekly public updates. Most screened properties were expected to require no intervention, while selected locations advanced to soil and laboratory work.

Documented impacts
- Historic industrial slag can contain technically enhanced naturally occurring radioactive material, but concentration and exposure potential vary by source and property.
- Aerial anomalies and access letters are screening tools; neither alone establishes a completed exposure pathway or a need for removal.
- A radiation instrument can locate elevated gamma activity, but laboratory analysis is needed to identify the radionuclides and distinguish naturally occurring material from industrially concentrated or other human-related sources.
- Detection on a property does not by itself establish a radiation dose, an individual exposure, or a causal relationship with cancer or another illness.
- Thorium generally binds strongly to soil and moves slowly toward groundwater. ATSDR nevertheless identifies exceptions involving low-sorption soils and soluble complexes, so site-specific soil, groundwater, isotope, and hydrogeologic evidence is needed before the water pathway can be closed.
- The investigation creates significant uncertainty for residents, making transparent methods, validated results, and property-specific communication essential.

Cleanup and controls
- The current program uses aerial data, records review, ground surveys, sampling, and laboratory analysis to determine whether follow-up is warranted.
- Where radioactive fill is confirmed at actionable levels, agencies may use access controls, temporary relocation, excavation, off-site disposal, clean backfill, and restoration.
- Residents should not use a consumer radiation meter as a substitute for isotope identification, professional exposure assessment, or agency sampling.
- Results and cleanup decisions must be communicated separately for each property rather than generalized across neighborhoods.

The site today
The regional assessment is ongoing. Agencies are moving from broad screening toward property-specific surveys, soil sampling, laboratory identification, exposure review, and response decisions. Some households have been offered voluntary temporary relocation while that work proceeds.
No public finding reviewed by WNYAtlas establishes that the residential investigation has contaminated drinking-water supplies. That is cautious reassurance, not proof that every water pathway is impossible: the answer depends on the radionuclides present, fill composition, soil chemistry, groundwater conditions, runoff, and actual exposure points.
WNYAtlas lists the assessment to document the investigation and public process while avoiding the claim that every contacted property—or an entire neighborhood—contains hazardous radioactive fill.

Open questions
- Track DEC and EPA weekly updates for stable counts of properties contacted, screened, advanced to sampling, cleared, offered relocation, and selected for removal; do not combine those stages into one contamination count.
- Locate public property-specific isotope, soil, indoor-air, groundwater, and dose-assessment results when released. The AquaDiary episode is a useful secondary synthesis and source lead, not a substitute for those records.
