What happened here?
The approximately 16-acre Outer Harbor Greenbelt is part of a much larger, roughly 110-acre waterfront property. The shoreline is manufactured land: filling from the 1870s through the 1960s reclaimed harbor water using sediment dredged from slips, canals, and navigation channels, together with construction debris. A municipal dump in the northeastern portion also received ash, noncombustible rubbish, and residue from Buffalo's waste incinerators.
The land then served another industrial purpose. From about 1969 to 1988, operators stored dry bulk materials including rock salt, foundry sand, iron-ore pellets, zircon, gypsum, clay, potash, sand, and scrap metal. DEC attributes the Greenbelt contamination chiefly to the dredged sediment and bulk-material storage rather than treating every kind of fill as equally contaminated.
Brownfield construction began in October 2006. Crews removed selected contaminated soil, installed a protective cover, and stabilized the shoreline; the work was substantially complete by August 2008. New York issued a Certificate of Completion in April 2012, allowing recreational reuse while keeping subsurface controls in force.

The site today
The Greenbelt is a successful public reuse of remediated filled land. Recreational access is compatible with the remedy, while subsurface disturbance still requires adherence to site-management controls.
The lawns, paths, and shoreline therefore tell two stories at once: they restore public access to Lake Erie, but they also function as part of an engineered remedy over land assembled from a century of harbor work and disposal.
