What happened here?

Electrical-insulator manufacturing began at the Le Roy property in 1917. The approximately 66-acre complex produced ceramic insulators and transformer bushings; portions remained in industrial use after transformer-bushing production ended in 2004.

Historical operations used oils, petroleum products and chlorinated solvents. DEC divided the complex into investigation and treatment areas so documented source zones, groundwater conditions and occupied buildings could receive different controls.

Ceramic production supported the expanding electric grid

Lapp manufactured insulators and transformer bushings across a large industrial campus. Transformer-bushing production ended in 2004 while portions of the property continued in industrial use.

2009-2014

The remedy separated source areas from occupied buildings

DEC selected a multi-part remedy, excavated chlorinated-solvent source soil, applied in-situ treatment, and used covers and sub-slab systems where continued occupancy required additional protection.

Long-term phase

Groundwater monitoring follows the regional flow setting

The site-management plan tracks generally eastward groundwater flow and residual solvents while maintaining covers, vapor controls, land restrictions, and monitoring.
