What happened here?
Harry M. Dent founded General Plastics, Inc. on the North Tonawanda property in 1921. The business adopted the Durez Plastic and Chemical Company name in 1926 and developed into a major producer of phenolic resins and molding compounds.
Phenol and formaldehyde were the principal raw materials for thermosetting resins and molding powders used in electrical, automotive, appliance, communications, and industrial components. The Durez name became closely associated with durable molded phenolic plastic before newer polymer families displaced many of those applications.
Durez joined Hooker Chemical in the mid-1950s and became part of Occidental when Occidental acquired Hooker in 1968. Occidental gradually reduced operations during the late 1980s and early 1990s; manufacturing ended in 1995 and plant demolition was completed in December 1997.
The environmental record is divided among the former plant, buried or spilled material, groundwater, the Pettit Cove Flume, Pettit Cove, and Niagara River sediment. Treating all of those areas as one uniform deposit would obscure both the history and remedy.
Pettit Creek was converted into a covered storm-drain system before the mature Durez era. Historical newspaper images preserved by North Tonawanda History record basement explosions associated with gas in the flume in 1949 and a fish kill involving hundreds of fish in 1953. These accounts establish what people observed and what local reporting said at the time; later sampling provides the evidence for particular contaminants and sources.

Harry M. Dent founded General Plastics before the company adopted the Durez name. Phenolic resins and molding compounds supplied electrical, automobile, appliance, communications, and industrial products, leaving advertising, employee badges, and product history in North Tonawanda archives.
Late twentieth century
Residents organized around what moved beyond the plant
Investigations examined the former plant and off-site pathways including Pettit Cove Flume and Niagara River sediment. The Durez Area Community Residents organization formed in response to concern about chemicals around the property and became part of the Love Canal-era regional archive.
1995-present
Production ended while treatment continued
Manufacturing stopped in 1995 and buildings were demolished, but groundwater interception, carbon treatment, covers, monitoring, and maintenance continued. Closure of the factory therefore did not end either the remedy or the community's historical relationship with the site.

Environmental record
Documented impacts
- Burial areas, process losses, and spills affected surface soil, subsurface soil, and groundwater beneath portions of the former manufacturing property.
- The groundwater program tracks benzene, toluene, chlorobenzene, dichlorobenzenes, and trichlorobenzenes among the targeted site compounds.
- Until 1993, non-contact cooling water and stormwater entered the Pettit Cove Flume. Investigations identified chlorinated dioxins and furans in flume, cove, and connected river sediments potentially associated with historical facility discharges.
- The principal remedial program removed approximately 25,000 cubic yards of contaminated sewer and cove sediment. Later monitoring found contamination in newly deposited material and demonstrated that dioxins and furans remained available to aquatic organisms, showing why removal totals alone do not establish that a pathway has ended.
- NAPL can enter the interceptor trench with groundwater and is separated for off-site incineration. Its presence shows why hydraulic collection remains necessary decades after manufacturing ended.
- The long operating history produced multiple source, drainage, and sediment areas rather than a single uniform deposit.
Response
Cleanup and controls
- A perimeter interceptor trench creates an inward hydraulic gradient and collects groundwater that might otherwise migrate away from the property.
- Collected water passes through separation equipment and an activated-carbon treatment system before permitted discharge; separated NAPL is sent to a permitted off-site incinerator.
- Source removals, plant demolition, site covers, drainage work, sediment removal, and long-term groundwater management address different parts of the former operation.
- Institutional controls, monitoring wells, sediment restrictions, maintenance, hydraulic evaluation, and periodic review remain essential because contamination has not simply been excavated away.
Then and now
The site today
The manufacturing complex is gone and the former plant is largely open land, but the interceptor trench and treatment plant operate continuously as part of a managed Class 4 State Superfund remedy.
The correct present-day description is neither an uncontrolled historic dump nor a completely erased cleanup: groundwater capture, sediment review, and continuing controls are integral parts of the remedy.
