What happened here?
The Royal Avenue property's chemical history began around 1906 with International Minerals and Chemical's mercury-cell chlor-alkali plant. Caustic-soda production used sludge ponds for liquid waste, leaving an older source history beneath the facility Frontier Chemical later occupied.
Frontier moved its hazardous-waste operation from Pendleton to this roughly nine-acre Niagara Falls property and treated or stored a wide range of listed and characteristic wastes from 1974 until closing in 1992. Investigation found VOCs and lesser amounts of SVOCs in soil and in several groundwater zones, including dense nonaqueous-phase liquid in overburden and bedrock.
The groundwater story changes with depth. Falls Street and New Road utility tunnels intercept contaminated overburden and upper-bedrock water near the property, limiting an off-site shallow plume. Deeper bedrock groundwater follows a monitored-natural-attenuation plan, while leachate from the on-site containment area is collected and treated.
Source work in 2013 used on-site thermal treatment for contaminated soil, followed by cover, demolition, easement, and a 2014 Certificate of Completion. EPA now describes corrective action as complete except for long-term leachate treatment and annual groundwater monitoring.
