What happened here?
The 4.3-acre Lamphere Street property supported industrial use from at least 1919 through the 1970s, including manufacture of marine engines. Operations stopped in the 1970s, the factory was abandoned about a decade later, and the deteriorating building became a visible remnant of Dunkirk's industrial past.
The environmental case began with a routine inspection rather than a dramatic accident. On August 4, 1999, DEC and county health officials saw about 30 drums holding apparent petroleum liquid, along with spill evidence on the ground and factory floor. Sampling identified lubricating oil, and the state opened a petroleum-spill case after the owner did not complete the requested response.
The responsible party demolished the building and removed the drums in 2000, but that visible cleanup did not answer what remained underground. Investigation from 2005 through 2007 found lead, arsenic, and petroleum in surface or subsurface soil and identified two underground tanks requiring removal.
The state concluded that groundwater was not affected by the site contaminants evaluated for the remedy. That finding narrowed the cleanup to source soil, tanks, surface contact, and controlled reuse rather than supporting a groundwater-plume narrative.
