What happened here?

Iron and steel manufacturing began on this Dunkirk property by 1908. Foundry work evolved into forging and finishing stainless-steel rod, bar, and wire, making the complex part of more than a century of metals production beside residential neighborhoods, rail lines, Crooked Brook, and Lake Erie.

Past operations included salt-bath and trichloroethylene pickling, plating, heat treatment, solid-waste disposal, spills, and discharges to Willowbrook Pond. The 90-acre site is divided into operable units because the demolished Lucas Avenue Plant, the pond and tributary, and the main industrial plant present different conditions.

1908-1976

Steelmaking became a multigenerational Dunkirk industry

Iron and steel manufacturing began on the property by 1908 and evolved into forging and finishing stainless rod, bar, and wire. The plants operated beside homes, rail lines, Crooked Brook, Willowbrook Pond, and Lake Erie.

1976 onward

Employee investment helped preserve a plant that conventional financing would not

A new ownership arrangement included worker investment and participation after Allegheny Ludlum sold the Dunkirk operation. A later Congressional account described federal financing, increased capacity, additional hiring, and productivity gains during the early employee-ownership period.

1997-present

Bankruptcy changed the company while environmental obligations remained

AlTech's 1997 bankruptcy affected about 280 employees, and successor operations continued specialty-steel production. DEC divided the broad cleanup into operable units addressing the former Lucas Avenue plant, Willowbrook Pond and tributary, and the main industrial property.

Timeline

  1. 1908 onward

    Iron and steel manufacturing began, later shifting toward specialty and stainless-steel products.

  2. 1992

    A RCRA facility assessment identified 24 solid-waste-management units and 11 areas of concern.

  3. 1995–1997

    Facility investigation documented hazardous-waste disposal and impacts to groundwater and surface-water sediment.

  4. 1999–2002

    AlTech and successor Empire Specialty Steel entered bankruptcy; the property later continued operation as Dunkirk Specialty Steel.

  5. 2012–present

    DEC selected operable-unit remedies, demolished the Lucas Avenue Plant, and continued phased investigation and cleanup.

Parts of the historic complex remain industrial while other areas have been demolished or entered remediation. AlTech is therefore both a continuing manufacturing landscape and a multi-phase State Superfund cleanup.
