What happened here?
The Niagara County Refuse Disposal District operated a roughly 50-acre landfill in Wheatfield from 1969 until official closure in 1976. Municipal refuse arrived alongside industrial chemical wastes, eventually leaving an estimated 3.1 million tons of mixed material in place.
The size and mixed character of the waste made wholesale excavation impractical. EPA's 1993 decision therefore chose containment: reshape the landfill, reduce rain infiltration with an engineered cap, collect leachate, vent decomposition gas, restrict access and land use, and watch groundwater and surface water for migration.
Construction ended in June 2000, but that was the beginning of the long stewardship period rather than the end of the environmental story. EPA removed the site from the National Priorities List in 2004 after reviewing post-construction monitoring, while retaining federal review because hazardous substances remain above levels that allow unrestricted use.
The human meaning of the remedy is preventative. Instead of people encountering open waste or uncontrolled leachate, multiple passive systems must keep working year after year. Quarterly reports and five-year reviews test whether that protection still holds.

Documented impacts
- Approximately 3.1 million tons of municipal and industrial waste remain buried; the contaminant source was contained rather than destroyed or removed.

Response
Cleanup and controls
- The engineered cap isolates waste, limits direct contact, and reduces the amount of precipitation entering the landfill. Regrading and drainage carry clean runoff away from the covered waste.
- A leachate collection network captures contaminated liquid for off-site treatment, while gas vents relieve and control decomposition gases beneath the cap.
- Deed and access restrictions prevent uses that could pierce the cover or expose waste. Groundwater and surface-water sampling, quarterly operating reports, maintenance, and five-year federal reviews verify performance.
- Because the remedy leaves the source in place, cracks, settlement, erosion, blocked drainage, failed leachate equipment, or damaged gas vents would be meaningful failures requiring correction.
Then and now
The site today
Niagara County Refuse is deleted from the National Priorities List but remains a federally reviewed containment site. EPA's June 2024 assessment found the remedy protective and the cap and leachate system operating as designed. That conclusion remains conditional on uninterrupted maintenance, monitoring, access restrictions, and the next review due in 2029.
