What happened here?

National Fuel built the Mineral Springs Road manufactured-gas plant in the early 1920s and operated it into the 1960s. The works converted coal and oil into a local fuel supply before natural gas displaced manufactured gas, leaving purifier residuals, tarry hydrocarbons, buried process structures, and contaminated fill on what became a utility service center.

The property lies in a flat mixed industrial and residential area near the Buffalo–West Seneca line. Beneath four to eight feet of soil and fill, a thick clay layer separates shallow material from a water-bearing sand-and-gravel zone and deeper bedrock. That layered geology shaped which materials could be excavated and which groundwater pathways required monitoring.

National Fuel entered New York's Voluntary Cleanup Program and investigated the operating service center in phases. The remedy had to remove or isolate former production wastes without destabilizing buildings and utilities that remained in use.

Cleanup completion did not freeze the science in 2002. Groundwater, surface water, and the possibility of vapor movement remained under review; a revised 2025 work plan returned to soil-vapor intrusion because an early 1998 survey used older sampling methods and did not answer every present-day building question.

Cleanup and controls

  • The remedy integrated removal and isolation: accessible purifier residuals and hydrocarbon source materials were excavated, while material that could not be removed without damaging structures or operations was contained under approved cover and management controls.
  • An operation-and-maintenance plan governs inspection, monitoring, soil disturbance, and maintenance of remedy components. Future excavation must account for remaining fill and former gasworks structures.
  • Groundwater and surface-water sampling track whether remaining subsurface material is stable or migrating. Continued sampling is part of a completed remedy's stewardship, not proof by itself of an uncontrolled release.
