What happened here?
The City of Lockport operated this approximately 30-acre municipal and industrial landfill from the early 1950s until 1976. The site occupies two fill areas separated by railroad tracks near Gulf Creek, a wetland, city facilities, and the Niagara Escarpment.
Reported wastes included sewage sludge, peroxide-contaminated wood starch, chemical wastes, steel barrels, plastics, glass, cardboard, and paper. Operators reportedly trenched into overburden, deposited and burned waste, and covered it with excavated material.
The closed city landfill must also be distinguished from the neighboring Old Upper Mountain Road dump, a separate Class 2 State Superfund site. Their histories meet physically at the containment landscape: remediation that began in 2023 consolidated contaminated waste and Gulf Creek sediment from Old Upper Mountain Road into a new cell whose modified cap extended into part of the existing city-landfill footprint.

- Municipal and industrial wastes were buried and sometimes burned within two fill areas.
- Drums and refuse were historically visible at the surface, and a buried drainage pipe and steep landfill slopes complicated the setting.
- Gulf Creek, nearby wetlands, groundwater, drainage, and slope stability were important potential migration pathways.
- Old Upper Mountain Road investigations separately documented contaminated ash, soil, surface water, and sediment affecting Gulf Creek; those findings should not be automatically attributed to the city landfill.

- Closure measures covered and graded the waste mass and established controlled drainage.
- Fencing, access restrictions, vegetation, ditches, swales, and slope stabilization protect the closed landfill.
- Routine inspection and maintenance address erosion, settlement, drainage blockage, vegetation, and unauthorized vehicle access.
- The neighboring state project excavated impacted Gulf Creek sediment and floodplain soil, treated the material for handling, and consolidated it beneath a new cover rather than assigning it to the older city-landfill record.

The site today
The city landfill is properly closed but remains a managed waste site. Class 4 status means the remedy depends on continuing care; it does not mean the buried municipal and industrial waste was wholly removed. The adjoining Old Upper Mountain Road construction makes accurate boundaries especially important when describing present conditions.
