Polymer Applications manufactured phenolic resins and rubber products at 3445 River Road. Process wastes and spills had already affected a lagoon, tank areas, soil, and groundwater when an explosion and fire severely damaged the plant on July 3–4, 1988.

Contemporary accounts describe flames reaching roughly 100 feet, firefighters withdrawing because of additional explosion danger, and approximately 300 residents evacuating or sheltering nearby. DEC later estimated that about 70,000 gallons of a phenol-and-solvent mixture were released during the emergency.

The extinguished fire left an abandoned complex containing drums, tanks, laboratory chemicals, damaged process equipment, contaminated soil, and groundwater. EPA removal work addressed immediate hazards, while New York's hazardous-waste program managed the longer investigation, containment, treatment, and land-use controls.
