What happened here?

General Motors developed the East Delavan complex in the 1920s. The plant first assembled automobiles and bodies, using painting, welding, heat-treating, and machining operations; its later role centered on automotive axles, gears, and drivetrain components. GM sold the operation to American Axle & Manufacturing in February 1994, and American Axle continued production until 2008.

Historical records identify PCBs in some hydraulic, quench, and heat-transfer oils used at the plant. GM reported a coolant-pit leak in 1991, and investigation after the 1994 sale identified oil beneath parts of Plant 81, including a more concentrated PCB-impacted source area and affected oil in a sanitary sewer beneath the facility.

The cleanup geography is narrower than the full historical plant. A 32.88-acre Brownfield Cleanup Program site surrounds the separate 2.65-acre 250 Colorado Street state Superfund site. Those boundaries, responsible-party obligations, and remedy decisions must remain distinct.

1920s-1994

A General Motors plant changed with the automobile

The complex began with automobile and body assembly and later concentrated on axles, gears, and drivetrain components. Generations of production workers carried skills in machining, heat treatment, painting, welding, maintenance, and material handling through repeated changes in the product line.

1994-2008

American Axle ownership ended in a regional labor crisis

GM sold the plant to American Axle in 1994. As the company prepared to close the Buffalo facility, 653 hourly workers were offered buyouts or early retirement. A companywide UAW strike in 2008 and negotiated plant-closure agreements formed the final labor context for the Buffalo and Tonawanda operations.

After manufacturing

A closed factory became both a cleanup and an employment loss

Manufacturing ceased in 2008 and the property changed hands. Brownfield investigation and controlled redevelopment address the physical inheritance, but those programs do not replace the wages, seniority, and workplace community that ended with production.

Timeline

  1. 1920s–1940s

    GM built the plant for automobile assembly and body work. Heat-treating expanded by about 1941 and supported wartime and later manufacturing.

  2. 1940s–1994

    The complex evolved toward axle, gear, and drivetrain production, with extensive machining, heat treatment, pits, sumps, oil systems, and underground storage.

  3. 1991–1994

    GM reported a coolant-pit leak in 1991. Oil beneath the slab was reported again during the 1994 post-sale investigation, and subsequent work identified PCB-impacted oil source areas.

  4. 1994–2008

    American Axle owned and operated the plant until manufacturing ceased in 2008; East Delavan Property acquired the idled property that October.

  5. 2017–present

    A Brownfield Cleanup Program application was submitted in 2017 and an agreement followed in 2018, while the enclosed state Superfund site continued under a separate regulatory track.

  6. 2021

    DEC and local representatives formed a community working group to support cleanup communication.

Environmental record

Documented impacts

  • Petroleum from plant operations, spills, pits, and underground tanks affected soil and groundwater in portions of the property.
  • PCB-impacted oil was documented beneath sections of Plant 81 and in the underlying sanitary sewer; this defined source area became state Superfund Site 915196.
  • Fill across the former plant includes soil, concrete, gravel, brick, cinders, slag, wood, metal, and glass. Subsurface pits, sumps, sewers, and the former coolant pit influenced shallow groundwater movement.
  • Light non-aqueous phase liquid, or free product, has required recovery and treatment. The 2023 pre-design work plan states that earlier removal and treatment reduced or limited its extent and mobility while additional data were still needed for final remedy design.

Cleanup and controls

  • Oil recovery and treatment target mobile petroleum product and limit migration.
  • Demolition, underground-tank removal, excavation, disposal, and verification sampling have proceeded by cleanup parcel and interim remedial measure.
  • The Brownfield investigation and pre-design program evaluates remaining soil, groundwater, free product, and subsurface features before a final remedy is selected. Controls such as covers, vapor measures, groundwater monitoring, institutional restrictions, and site management depend on that final parcel-specific remedy.

The site today

The former plant is an active, phased cleanup and redevelopment property. The state Superfund and brownfield sections should remain visibly distinct because their boundaries, responsible parties, and completion status differ.
