What happened here?
The O-Cel-O plant manufactured cellulose sponges on River Road within Tonawanda's dense industrial corridor. Carbon disulfide was handled as a process chemical from the early 1960s through late 1995, when storage and drainage practices left a concentrated problem beneath a former tank and an adjoining swale.
The regulated site is less than one acre within a much larger active manufacturing property. That boundary matters: New York's decision addressed a specific tank-and-drainage source area rather than declaring the entire River Road plant or neighboring industrial corridor equally contaminated.
Carbon disulfide is volatile, but it also dissolves readily enough to move with water. Investigators therefore examined direct contact with affected surface soil, pore water within the shallow source area, and whether contamination had migrated into deeper bedrock groundwater.
3M completed several interim measures before the final decision. Those actions removed the immediate surface-soil exposure and improved stormwater control, allowing DEC to select no further active construction with long-term monitoring. Here, 'no further action' meant the completed interim work became the remedy—not that the original release or residual source ceased to exist.

Timeline
- Early 1960s–1995

- 1990s interim response
3M replaced the carbon-disulfide tank system, closed the former tank, excavated about 300 cubic yards of affected swale soil, and reconstructed drainage to reduce infiltration.

DEC concluded that the interim actions had removed the significant direct-contact threat and selected no further active construction with monitoring and land controls.
- 2001–2006
A deed restriction was recorded, and DEC later reduced the monitoring network while retaining one bedrock well, one shallow lysimeter, and inspection of the swale and catch basin.

The bedrock well remained nondetect for carbon disulfide after 16 years of semiannual sampling, while the shallow lysimeter still contained carbon disulfide and therefore remained in the annual program.

Documented impacts
- Carbon disulfide was the signature site contaminant. Before the interim measures, DEC identified direct contact with contaminated surface soil as the significant human-health threat.
- The tank area and former drainage swale created a shallow source and stormwater pathway. The rebuilt swale and catch basin are therefore remedy components, not ordinary landscaping.
- The 2021 sampling round did not detect carbon disulfide above the reporting limit in the monitored bedrock well, continuing a 16-year nondetect pattern. A shallow pore-water lysimeter measured 260 milligrams per liter, consistent with earlier residual-source results.
- Those two results describe different depths and cannot be averaged into a single claim that groundwater is either clean or broadly contaminated. The long-term program exists to keep that distinction visible.
Response
Cleanup and controls
- The principal source-control work installed a new bulk-storage system, closed the former tank, removed approximately 300 cubic yards of contaminated soil, and improved the swale so stormwater would drain with less infiltration through affected material.
- DEC reclassified the property to Class 4—properly closed but requiring continued management—and required a declaration of covenants and restrictions, environmental monitoring, and maintenance of the drainage controls.
- The monitoring network was narrowed as evidence accumulated, but it was not eliminated. The retained bedrock well tests for deeper migration, while the lysimeter tracks shallow residual contamination.
- Annual inspection and institutional-and-engineering-control certification verify the condition of the swale, catch basin, fencing, access, and monitoring points. Bulk chemical storage is regulated under a separate state program.
Then and now
The site today
The small source area is a closed Class 4 site within an industrial property. The latest cited review found the controls in good condition and no carbon disulfide in the bedrock well, while documenting persistent carbon disulfide in shallow pore water. Continued monitoring and drainage maintenance—not a claim of total removal—support the site's protectiveness.
